Man Linked To Rocky’s Death To Be Charged This Week

A man who became the subject of widespread public backlash following the death of a dog named Rocky is set to be charged at the Sessions Court tomorrow.
Lawyer Muhammad Rafique Rashid Ali said his client, 24-year-old Muhammad Shah Hizam, was served a summons by a Department of Veterinary Services (DVS) officer requiring him to appear in court at 9 a.m.
However, Rafique, who represents Shah alongside lawyer Mahmud Abdul Jumaat, said they have yet to be informed of the exact charge or the law under which Shah will be prosecuted.

“At this stage, we do not know which section or legislation the charge will fall under,” he said.
Last week, Shah denied allegations that he abused or killed Rocky during an operation carried out at Taman Telok Gedong Indah on 29 July. He said a viral video from the incident had sparked accusations that he tortured and killed the dog, but maintained that he was only carrying out an assigned duty.
Shah also said he had been under immense pressure since Rocky’s death, facing widespread criticism and receiving death threats.
According to Rafique, Shah was acting as a community representative after being invited in writing by the Jalan Sama Gagah Rukun Tetangga to assist with an official operation involving the Klang Royal City Council.
Rocky’s owner, S. Roghini Devi, 42, previously claimed that she returned home on the day of the incident to find her dog restrained with a snare around his neck.
She alleged that she repeatedly begged those involved to remove the snare and even offered to surrender Rocky, but said her requests were ignored.
On 2 August, the DVS filed a police report and recorded statements from several individuals as part of its investigation into the alleged abuse seen in the viral video.
The department said its Animal Welfare Team lodged the report after receiving the carcass of a male dog believed to be Rocky. The investigation followed the circulation of footage showing several individuals restraining and pulling the dog by the neck as a woman pleaded for Rocky to be released.
